Maylands Waterland Beyond 2017
Consultation has concluded
Maylands Waterland was developed in the late 1970s and its facilities are dated and nearing the end of their operating life. Council wants to work with the community to find the best way to retain the community benefits of the Maylands Waterland area in a way that is economically and environmentally sustainable.
UPDATE
June 2017
At the Community, Technical, Finance and Corporate Services Committee meeting on 21 June, Council considered the future direction of Maylands Waterland, following the conclusion of the community engagement period. The resolution of this meeting states that Council:
1. Acknowledges the contribution the community have made during the consultation phase of this project.
2. Approves a revised Option 3 that refurbishes all current pools and essential supporting facilities (such as toilets and first aid); design works should also include kiosk design and construction as an optional component should a commercial funding partner not be found.
3. Authorises the Chief Executive Officer to progress the design phase in accordance with the proposed budget of $200,000 in the 2017-18 financial year.
4. Authorises the Chief Executive Officer to investigate alternate funding and operational models for the kiosk (including a Build, Own, Operate model) and report back to Council during the 2017-18 financial year.
5. Where practical, further consultation will be undertaken within the design phase of this project to provide the community with further input into specific design elements.

What next?
- Maylands Waterland will operate as normal next season.
- $200,000 has been committed in 2017/18 to progress the design phase for the refurbishment of the pools.
- Once design works are complete, refurbishment is likely to occur in 2018/19 or 2019/20.
- Further consultation will be undertaken during the design phase, where practical, to provide the community with opportunities for further input to the design.

After a series of workshops with the community, the City used the community benefits identified to prepare two draft concept designs. Details of these two concepts can be found below and in the document library. The community were asked to complete a survey indicating their preferred concept.

The survey is now closed.
Following the visioning and option development work undertaken by the community in 2016 (detailed below), a report was presented to Council at the Community, Technical, Finance and Corporate Services Committee in January. These two options were estimated to cost more than the financial parameter that Council had previously agreed on (see below for further information on these parameters). Consequently, Council were asked to consider the next steps in the process and decide on a way forward.
At this meeting, it was resolved
- That Council modify the Community Engagement Plan by requesting that Officers develop two further options that are in keeping with the current Financial Affordability criteria ($3 million) for consideration within the options analysis phase.
In line with this resolution, City staff have commenced to develop two further options for consideration. Officers will be taking into consideration the ideas, feedback and preferences provided by the community during the project so far, together with the five key parameters developed by Council.
The project timeline will be extended to accommodate this extra step in the process. Once the two options have been developed they will be presented to Council for consideration and refinement. Following this, the community will have the opportunity to provide feedback on the two options ahead of Council making a final decision.

PROJECT HISTORY
Visioning
A Visioning Workshop was held on Thursday 17 November at which presentations were given about the site, the engagement process and how to develop your ideas for the future of the location.

Four draft ideas were developed as followed:
Refurbish: Retaining the site in its current form while achieving compliance
New and Improved: Revision the area to broaden the demographic that can use it, making it more open to the public and more zero depth pools
Peninsula Precinct: Design Waterland in consideration of the peninsula as an entire precinct
Refurbish Part and Renew: Maintain some features of Maylands Waterland to ensure that there is still a predominant focus on young children, while also creating a new zone (e.g. with a deep pool) to cater for a broader demographic of potential users, including bigger kids and adults.

Option Development
Following the workshop, members of the community worked in groups to develop draft options for the future of Maylands Waterland. All options needed to consider the following key parameters:
Financial Affordability: development cost can be saved for in a reasonable timeframe (est $3 million)
Amenity: inviting and complement the surrounding environment
Identity: will be well known and give people a sense of belonging
Functionality: have the services and facilities required / desired by the community
Location: needs to be located in the current area of the city

Options Refinement
The drafts were presented by the community at the Options Workshop on Saturday 10 December 2016 and then refined following discussions and consideration of technical and financial information.
