How did this project come about?
The Bayswater City Soccer Club (BCSC) requested Council to fund and commence the formal process for the redevelopment. This is due to significant growth and the facilities becoming no longer fit for purpose.
In February 2024, Council resolved the following:
1. The inclusion of $130,000 as a new budget item in the mid-year budget review to provide initial funding and support for the feasibility study of the Bayswater City Soccer Club Rooms Redevelopment.
2. The inclusion of a new Bayswater City Soccer Club Rooms Redevelopment Reserve with initial funding of $200,000 as part of the 2024-25 Annual Budget.
What is the purpose of the current Frank Drago Soccer Precinct Redevelopment Planning?
The Bayswater City Soccer Club is experiencing significant growth and facilities are coming to end of life. We are also pursuing development opportunities and funding for the redevelopment as an Integrated Soccer, Community, Sport and Leisure Precinct.

Is the City planning to deliver new facilities?
This project is to deliver a masterplan and business case to assist in advocating for funding for the proposed redevelopment.
The development of any new facilities in the future will depend on successfully receiving external funding. The City doesn't have a timeframe of when funding will become available.
Who is the City engaging with?
The Frank Drago Soccer Precinct Redevelopment Planning will provide the City with a masterplan and business case to advocate for external funding. We want to hear from anyone with an interest in the proposed redevelopment or living near the facility.
As part of our process, we are also engaging other key stakeholders including Frank Drago Reserve Sporting Clubs, interested schools, relevant State Sporting Associations and industry specialists.
How can I get involved?
High level draft concept plans will be developed based on information received during stage one. Wider community engagement will include a survey and drop-in sessions, coupled with research and data collected on the topic. .

What stages of the project have been completed?
In April 2024, Council resolved to award Tender 06-2024 for Frank Drago Soccer Precinct Redevelopment Feasibility and Advocacy to Paatsch Group and to present stage one interim preliminary finding report to the July 2024 Ordinary Council Meeting.
In July 2024, Council considered a further report and resolved to note the Frank Drago Soccer Precinct Redevelopment Feasibility and Advocacy Preliminary Findings Report (Stage one) and progress with stages two and three as per the awarded tender 06-2024.
Who are Paatsch Group?
Paatsch Group is an independent specialist in the sport, leisure and stadia sector appointed to undertake the engagement and development of the Frank Drago Soccer Precinct Redevelopment Planning.
How was the draft layout developed?
Consultation with the Bayswater City Soccer Club and other clubs onsite, market and demand analysis for complementary facilities, benchmarking against similar facilities, Football West guidelines and trends in sport and recreation facility development. The input previously provided by the Bayswater community for the City’s Community Infrastructure Plan, Strategic Community Plan and other key strategies has also been used.
Has any previous planning been completed on redeveloping Frank Drago Reserve?
In 2015, the City prepared a draft master plan for the overall Frank Drago Reserve Precinct that incorporated new and upgraded facilities for each of the sporting clubs. Progression of the master plan was not supported by Council at the time.
In 2019, the Bayswater City Soccer Club developed a draft concept design for proposed upgrades to soccer facilities at Frank Drago Reserve. Council provided support in April 2019 for the club to pursue funding opportunities for the proposed redevelopment.
In the draft layout why is area 'D' proposing a synthetic surface and fencing?
The inclusion of the synthetic surface would minimise turf maintenance costs, reduce wear and tear and provide users with a consistent sports surface all year round. The fencing is included to stop balls from leaving the area. Dogs would be prohibited from this area to protect the longevity of the surface.
