Update - June 2026

In March 2026, Council resolved to accept the tender submitted by Hodge Collard Preston Architects for the provision of architectural design and associated services associated with the Frank Drago redevelopment projectCouncil noted the contract is structured in staged phases with hold points, allowing the City to review scope, design development and cost estimates prior to authorising progression to subsequent stages. 

The City is currently working with Hodge Collard Preston on two revised concept plans that explore potential construction cost savings and improved functionality. These options are scheduled to be presented to Council in August 2026 for consideration and direction on the preferred way forward.

The next phase of the project is Schematic Design, which will include a further round of community engagement to seek feedback and help inform the ongoing development of the design.

BACKGROUND

Frank Drago Reserve is classified as district level public open space located in Bayswater. It is home to the Bayswater City Soccer Club (BCSC), Bayswater Tennis Club, Bayswater Bowling and Recreation Club and the Bayswater Croquet Club.

This project focusses on planning for the possible redevelopment of soccer precinct only. While taking into consideration its relationship with the larger reserve and the existing clubs and amenities located within it.

In April 2024, Council resolved to award a tender for an interim preliminary finding report for the Frank Drago Soccer Precinct Redevelopment. In July 2024, Council resolved to progress with stages two and three as per the awarded tender. Stage two and three includes:

  • A feasibility study
  • Development of concept design and cost estimates
  • Stakeholder and community consultation
  • Development of a business plan including development of commercial opportunities based on chosen location
  • Preparation of a funding document
  • A formal funding approach

In April 2025, the City presented the final Frank Drago Soccer Precinct Redevelopment Feasibility Study Report and Council resolved the following:

1. Notes the Frank Drago Soccer Precinct Redevelopment Feasibility Study Report (incl. community engagement outcomes, concept plans and costings) as contained in Attachment 1 of this report.

2. Requests the Chief Executive Officer and Mayor to continue advocating to potential funding bodies for contributions towards the proposed staged redevelopment.

3. Make a provision of $5 million for Stage 1 of the project in the draft 2025/26 Annual Budget from the Major Capital Works Reserve.

4. Requests the Chief Executive Officer to ensure that the finalised concept design for the site maintains that any playing fields, when not in use by the club, remain open to the public for recreation purposes.

5. Notes that the City's provision of funding in Limb 3 above is on the understanding that additional external funding will need to be sourced to close the project funding gap.


WHAT'S NEXT

The City will continue to advocate to potential funding bodies for contributions towards the proposed staged redevelopment. The City has awarded an Architect and Quantity Surveyor to complete Schematic Design. This process will involve the concept plan being translated into preliminary detailed drawings and plans and determine more accurate construction costs.
