The City of Bayswater provides services to improve the lives of our community members. We make decisions every day that impact our residents, community groups, businesses and visitors - which is why it is important we hear from you. Your feedback helps us make better decisions.

The City has been reviewing its Community Engagement Framework to make sure we’re engaging with our community on activities and projects in the most meaningful way.


What is the Community Engagement Framework?

The framework ensures the City provides quality engagement with our community and stakeholders. It includes the Community Engagement Policy, Community Engagement Strategy and a toolkit for staff, including guidelines and templates.

The Framework was developed in 2016 and needs to be reviewed to ensure it is up-to-date, aligned with best practice, supports the objectives of the Strategic Community Plan and reflects the community's expectations.


What we have done so far

Informed by community engagement undertaken from November 2020 to April 2021, we have developed a Draft Community Engagement Policy and a Draft Community Engagement Strategy. These aim to guide the implementation of the City's community engagement practice.

A Draft Implementation Plan has also been developed, which incorporates initiatives to guide delivery of the strategy. The plan is intended to be a living document that is regularly reviewed and adapted where necessary and will be reported on to Council and the community at least annually.

What's next

Thank you to everyone who provided feedback on the draft Community Engagement Policy and Strategy to inform the final documents. These were adopted by Council at its Ordinary Council meeting on 24 August 2021. The City has now finalised the final design and collation of the document, which is available in the document section to the right of this page.

The City will now be developing initiatives to roll out the actions contained in the Draft Implementation Plan. We will report on the progress annually.

    Community engagement is planned, two-way information sharing with the purpose of working with the community and stakeholders to make decisions. The City's approach is aligned with the International Association for Public Participation (IAP2) best practice principles. 

    Community engagement is often referred to as consultation or public participation.
