What is a town planning scheme?

A town planning scheme is a legal document that controls and manages land use and development within a local government area and is made up of a written or text component and a mapping component. The City’s town planning scheme is called Town Planning Scheme No. 24 (TPS 24) and can be viewed here.


What is a scheme amendment?

From time to time it is necessary to make changes to the town planning scheme in order to bring it in line with strategic objectives, new state government legislation and policies, or the community's changing needs. The process to make a change to a town planning scheme is known as a scheme amendment. Both the text or map component of a town planning scheme can be changed.


How can I have my say on a proposed scheme amendment currently being advertised?

Scheme amendments are required to be advertised to the public for comment. The scheme amendments that are currently being advertised are listed below.   • Amendment No. 95 - Lot 4, 504-508 Guildford Road, Bayswater

    The City has initiated Amendment No. 95 to Town Planning Scheme No. 24 to:

    • amend Appendix 2 - Schedule of Additional Uses to include reference to Lot 4, 504-508 Guildford Road, Bayswater with an additional discretionary – ‘D’ use of 'Shop'.

    Submissions are invited from the community during the advertising period until 29 November 2021.

  • Amendment No. 94 - Lot 101, 505 Walter Road East & Lot 100, 252 Beechboro Road North, Morley

    The City of Bayswater has initiated Amendment No. 94 to Town Planning Scheme No. 24 to:

    • rezone Lot 101 (No.505) Walter Road East, Morley from 'Light Industry' to 'Mixed Use';
    • rezone a portion of Lot 100 (No.252) Beechboro Road North, Morley from 'Light Industry' to 'Medium and High Density Residential R25'; and
    • amend Appendix 2 - Schedule of Additional Uses to include reference to Lot 101, 505 Walter Road East, Morley with an additional discretionary – ‘D’ use of 'Warehouse'.
  • Amendment No. 92 - Lot 171, No 411 Guildford Road, Bayswater

    The City of Bayswater has initiated Amendment No. 92 to Town Planning Scheme No. 24 (TPS 24) by rezoning Lot 171, 411 Guildford Road, Bayswater from 'Public Purpose - Religious Institution' to 'Residential R17.5/30' and is inviting submissions from the community during the public advertising period until Sunday 12 September 2021.
