Rudloc Reserve

Background

The City is working in partnership with Water Corporation WA and the local community to design a concept plan for the transformation of Rudloc Reserve. The design will focus on ensuring the entire site is a useable community asset, while meeting Water Corporation's drainage capacity requirements.

The 1.76 hectare reserve is located between Coode, Rudloc and Drake Streets in Morley. The site serves as a Water Corporation owned open drainage stream and City of Bayswater owned POS. The site encourages access as Public Open Space, with historical intentions to transform part of the reserve and the Water Corporation managed existing drainage site into a 'living stream.'

The transformation project

GHD Woodhead has been engaged by the City of Bayswater to prepare a landscape planting concept design to achieve multiple benefits for the environment and community. The key focus of the works are:

  • Create a useable public open space that allows community connection with nature.
  • Improve public access, aesthetics and habitat value of the immediate area.
  • Provide a safe haven for wildlife in the urban environment.
  • Increase the capacity of the Morley Branch Drain Network.
  • Incorporate ‘best practice’ wetland design and maximise water treatment capability of the system.
  • Increase capability of the current drainage system to manage peak flows and infiltrate at source where possible.
  • Maintain public safety through design, including gradual slopes to the water, appropriate vegetative barriers and fencing where required.

GHD are undertaking analysis of the site including tree and infrastructure surveys, and hydraulic mapping. These will highlight any constraints/opportunities that need to be considered in the concept design. Water Corporation standards will underpin the design to ensure aspects of safety, environment, aesthetics & community enhancement

Consultation Phase 1

Survey & Ideas Board

The City sought input from the wider community through both a survey and an ideas board. Submissions closed on 8 June 2023.

In-person

On-site consultation to inform the concept design occurred on 1 June 2023, and was facilitated by the City, Water Corporation, and consultants from GHD who have been engaged to develop the concept plan. Department of Biodiversity Conservation and Attractions also had representatives attending.

What's next

The consultant delivered 3 concept designs, which were workshopped with key stakeholders. To progress the project the City is actively seeking external funding. We anticipate that this will become a long-term project due to current market conditions.
