February 2026 Project Update

At the February Ordinary Council Meeting, Council endorsed the City's new five-year Public Health and Wellbeing Plan. Healthier Bayswater: Public Health and Wellbeing Plan 2026 - 2031. (OCM 24 February 2026 (OCM 24 February 2026), from p.135) has been developed to align with the State Public Health Plan 2025-2030 with the vision of creating “A healthy, active and connected Bayswater” by using a coordinated, evidence-based approach towards public health across the City. The Plan identifies local health needs, considers health determinants, and sets strategic objectives and actions consistent with legislative requirements.

It supports a proactive approach to public health, addressing areas such as healthy and sustainable environments, planning for health, nutrition, physical activity, inclusion, safety, and community wellbeing.

We encourage you to read (Healthier Bayswater: Public Health and Wellbeing Plan 2026-2031). To support the development of the Healthier Bayswater: Public Health and Wellbeing Plan 2026-2031, the City:

  • collaborated with the East Metropolitan Health Service to inform the Plan’s direction,
  • held discussions with relevant officers across the organisation whose service areas contributes directly to the delivery of public health actions,
  • gathered input from residents through a range of consultation and engagement activities.

Feedback collected through these processes was considered in the development of the Plan, helping to ensure it remains relevant to local health needs and reflects the City’s ongoing approach to supporting community wellbeing.

The City’s first Public Health and Wellbeing Plan 2019-2024 was a five-year plan aimed at improving the health and wellbeing of the community while meeting the future legislative requirements of the Public Health Act 2016. This plan focused on addressing key public health priorities by encouraging the community to live healthier lifestyles through healthy eating and exercise.

From 17 November 2023, the City sought the community’s input for the development of the new Public Health and Wellbeing Plan 2024 - 2029 via an online survey or face-to-face at pop-up engagement activities at Noranda Shopping Centre and Bayswater Twilight Markets. Hard-copy of the survey, were also available at City Libraries, The Civic Centre, Bayswater Waves, The RISE, Morley Community Centre and the Bayswater Community Centre

Outcomes Report

The community engagement phase is now complete, with 308 people from across the City of Bayswater sharing their exercise habits, health concerns and opinions of City Health and Wellbeing programs with us. The data captured will be a key resource in developing the new Public Health and Wellbeing Plan. Some of the key findings from the survey are:

  • The top three health concerns among respondents are not getting enough physical activity, mental health, and not making healthy food choices
  • While satisfaction with Health and Wellbeing programs is high, there is room to improve in terms of raising awareness of what the City offers
  • City infrastructure and assets, and facilities play a role in supporting people's health and wellbeing, with the most frequently mentioned being the City's walking and bicycle paths.

The survey also provided insight into barriers to participation and how the City can support people's health and wellbeing in the future. You can access the full report here.

What’s Next

Council has approved an extension for the current Public Health and Wellbeing Plan 2019-2024 until December 2025. The delay will allow the City’s new Public Health Plan to align with the State Public Health Plan due for release in 2025, and the City’s new Strategic Community Plan, which is currently undergoing a major review.
