Child Day Care Centre

LOTS 878- 3 & 2, 148 & 150 WALTER ROAD WEST & 251 LAWRENCE STREET, BEDFORD

The owner of the abovementioned property is seeking approval for Child Day Care Centre at 148-150 Walter Road West & 251 Lawrence Street, Bedford. In accordance with the Planning and Development (Town Planning Schemes) Regulations 2015 the proposal is being advertised for public comment.

The application has been lodged as a Development Assessment Panel (JDAP) application and as such will be determined by the Metro Inner-North Joint Development Assessment Panel (JDAP) and not the City of Bayswater. Should you respond to this consultation, the City will keep you informed as to when the application will be determined and the outcome of the JDAP’s decision.

- The development proposes “D” or discretionary use for a Child Day Care Centre.
- The development includes a single level child care building with car parking and access off Walter Road West.
- A total of 124 children are proposed to be accommodated onsite with 24 staff.
- Standard operating hours of Monday to Friday, 7am- 6:30pm for Parents Arrival and Departure; Staff 6am – 7pm. External Play Areas to be utilised between 7am – 6pm.
- A total of 30 car parking bays are provided including a disabled bay in lieu of 44 car parking bays. 7 bicycle bays are proposed.
2Build Form
- The proposed main building is located at the southern end of the existing site, with an additional building located to the north-east corner of the site fronting Lawrence Street.
- The car parking at the front of the property front Walter Rd West at the northern end of the lot.
- The proposed building has a southern lot boundary setback of 1.1- 1.3m (minimum) in lieu of 3m.
- The proposed Lawrence Street fronting building has a side setback of 1.5m in lieu of 3m to the east and 1.1m to the west.
- The proposed rear building has a 1.5m rear setback in lieu of 6m.
- The proposed car parking has 3 car parking bays forward of the building and a variation to the City’s Non-Residential Uses in Residential Zones Policy which requires car parking to be located behind the building. Landscaping is provided in front of the car parking bays.
- Acoustic colorbond fencing to a max 2.2m in height along the rear (eastern) boundary and southern boundary with cranked 2m wide angled return in lieu of 1.8m height.
