Proposed CHANGE OF USE FOR AN EDUCATIONAL ESTABLISHMENT (CERAMIC CENTRE)

Lot 3, 65 FERGUSON STREET, MAYLANDS

The applicant of the above property is seeking approval for an educational establishment use for the purposes of ceramic and art classes at the subject property. In accordance with the provisions of the City of Bayswater's Town Planning Scheme 24, the proposal is being advertised for public comment on or before 4:30pm, Tuesday 26 June 2018.

In terms of the TPS 24 the property is zoned 'General Industry'.

The proposed development involves the following, and your comments regarding these aspects are invited:

· An Educational Establishment use is listed as a 'D' (Discretionary) use within the General Industry zone under the Town Planning Scheme 24.

· The Educational Establishment will provide ceramic and art classes for adults, children and supervised studio use for students.

· The operating hours for the Educational Establishment are from 12.30pm to 9.00pm on Monday to Thursday, 9.00am to 4.30pm on Friday and Saturday and closed on Sunday.

· The Educational Establishment accommodates a maximum of 12 students in each class and 2 staff members at any one time.

· The Educational Establishment notes that it will hold workshops/lectures six times a year and open studio days once a year, with the increased number of attendants (30 persons).

· The tenancy has two allocated car parking bays on site. The site has an additional 14 car parking bays.

· In the absence of a parking standard for the subject use, the City has taken a comparative car parking bay requirement from other local governments which considers that one (1) car bay per four (4) students and one (1) car bay per staff member. Therefore the proposed use has a shortfall of (3) Bays.

· The Educational Establishment proposes to reface existing signage panels on the front and side of the building. During the opening hours it is also intended to display an 'A' frame sign compliant with the City of Bayswater's signage policy.

Lot 89, 245 Railway Parade, MAYLANDS

The owner of the above property is seeking approval for three-storey mixed use development comprising of one restaurant, two offices and 120 multiple dwellings at the subject property. In accordance with provisions of the City of Bayswater’s Town Planning Scheme No. 24, the proposal is being advertised for public comment on or before 4:30pm, Friday 29 June 2018.

This proposal is intended to supersede the previous stage 2 approval for the Unison development, which included a ten-storey mixed use development comprising one restaurant, three offices, and 181 multiple dwellings.

Variations:

1. Maximum 50% hardstand within the street setback area permitted, 73% hardstand proposed in the Railway Parade setback area and 72% hardstand proposed in the Kennedy Street setback area.
