Morley Station Precinct Structure Plan & Planning Scheme Amendment 100

BACKGROUND
In 2021 Metronet prepared the Morley Station Precinct Concept Master Plan; a big-picture plan for the area around the new Morley train station.
In 2023 the City of Bayswater engaged consultants to prepare a precinct structure plan for the Morley Station area to define how it will look like, including type of buildings, land use, population numbers, and facilities to be included.
In March 2024 the City undertook community engagement to inform the Precinct Structure Plan. 'Principles' were development to reflect feedback received, and tested for community in an online survey. The engagement outcomes report can be downloaded here.
The concept design has been finalised and a draft Precinct Structure Plan prepared.
To implement the precinct structure plan the City’s Town Planning Scheme No.24 will require an amendment, which is explained below.
WHAT IS BEING PROPOSED
- Draft Morley Station Precinct Structure Plan
STAGE 1
The Draft Morley Station Precinct Structure Plan (stage 1) proposes to change land use and densities around the train station to encourage higher density residential development. It encourages taller apartment buildings (5-6 storeys) close to the train station, with heights of 2-3 storeys along major roads (Broun Avenue, Walter Road, Beechboro Road), and medium density of R40 at 1 to 2 storeys within the remaining residential areas.
It proposes to zone land at the intersection of Walter Road East and Beechboro Road North to 'Mixed Use' to allow for a range of land uses to enhance the area and provide retail and commercial services to the community.
To encourage higher density residential adjacent to the train station it is proposed to transition the ‘Light Industrial’ land north east of the train station to ‘Residential’ and ‘Mixed Use’.

STAGE 2
The “Area Subject to Future Planning” (stage 2) is not currently part of the Structure Plan being advertised, a future amendment to the structure plan will be advertised for this area. If you wish to be advised of the future work please register to stay informed below.
- Scheme Amendment 100
The draft Town Planning Scheme Amendment proposes to rezone the Morley Station Precinct Area (stage 1) to ‘Urban Development’, creating a blank canvas within the Scheme Map. The Structure Plan will overlay the ‘Urban Development’ zone and provide development detail.

WHAT’S NEXT
After the public advertising period a report will be prepared for Council to adopt the Precinct Structure Plan and Scheme Amendment. This will include outcomes of community feedback.
