CONCEPT AND MASTER PLAN STATUS
Amended drafts were presented to Council at its 26 August 2025 OCM (page 274) where they:
Awarded the tender for the Tranby Foreshore Restoration.
Noted the Foreshore Restoration final Concept and Master Plans are being developed.
Requested an update on the foreshore restoration concept and master plans be presented to Council by December 2025.
Requested the CEO to develop a proposal for all ability access to the sandy area and water at Hinds Reserve suitable for water sports craft and paddle.
Requested the CEO to engage with affected residents regarding the Additional Parking Option off Leake Street, taking their feedback into consideration prior to final endorsement of the Master Plan by Council.
BACKGROUND
As part of its 10-Year Foreshore Plan, the City in collaboration with the Department of Biodiversity, Conservation and Attractions via the Riverbank Funding Program is developing foreshore restoration designs for three of its premier locations to improve the effective management of the foreshore and ensure this area remains a highly valued asset to the community into the future.
CONSULTATION
Building on community and stakeholder feedback during Stage 1 of the consultation (August 2024 - View the Outcomes Report), the project team prepared a draft Foreshore Concept Plan for each area. These identify foreshore restoration initiatives for each location to be implemented over the next 5–10 years as funding becomes available. To see how the designs responded to site analysis and Stage 1 engagement, click on the following locations: Bardon Park, Riverside Gardens and Hinds Reserve, and Tranby Reserve and Bath Street Reserve.
In stage two community engagement feedback was sought primarily on the draft Foreshore Concept Plans along the foreshore edge. Amended draft Foreshore Concept Plans (shown below) have been developed based on the feedback received.
In addition, draft Site Master Plans were developed that consider both the foreshore restoration initiatives together with the broader areas. Progressing of Master Plan designs for whole reserve areas into Concept Plans are to be determined pending future funding. These master plans will undergo further community engagement and refinement as they progress to final concept plan stage.
