Consultation has concluded
Background
The City has completed engagement as part of the Bedford Local Centres Improvement Program to understand the recommended actions to make improvements at each of the five Bedford shopping precincts (view locations maps here) in 2022 and 2023.
Outcomes of the engagement have been collated and summarised in an Engagement Summary. The Engagement activities can be viewed here.
Funding under the Reconnect WA grant and the City has enabled the delivery of a number of place-based initiatives gathered from the feedback received from community engagement.
Project Updates
This project has completed the following:
- Precinct One - Grand Promenade Shopping Precinct - funded in partnership with the RAC, under the RAC Reconnect Program
Local businesses have had bespoke and individually designed and created alfresco areas, inclusive of planter boxes and seating. The precinct has been revitalized with two vibrant murals, festoon lighting, planter boxes with established trees and practical additions of bike racks, water fountain and new rubbish bins.
- Precinct Four - 1000-1004 Beaufort Street Shopping Precinct
1004 Beaufort Street has been repainted in heritage colour scheme. And new alfresco furniture has been designed for in front of 1000 Beaufort Street.
- Precinct Five - 1070 Broun Avenue Shopping Precinct
A bright, vibrant wall mural has been painted on the side of 1070 Beaufort Street building. And the verge has been revitalised with native plants.

Project Evaluation
We asked the community their thoughts about the improvements that have been delivered as part of the RAC Connect / City of Bayswater project in Bedford. There were two ways to be involved
- 1. Word Cloud
We asked people providing us with a few words about how it looks, how it makes them feel, how many people they see there, how safe they feel there. We asked for words to describe the pre makeover and post project interventions. See results to the right of the page.
- 2. Walking audit
To capture the changes and the impacts the project has made to the precinct we undertook a post intervention walking audit. Participants were asked to rate the same set of metrics both pre and post interventions. The metrics form part of assessing what constitutes a healthy street, the results indicate that the improvements rated an average of 1.96 compared to an average of 0.64 pre the interventions. It is a positive outcome that the street has increased its average post interventions, indicating a much healthier streetscape. See results to the right of the page.

Check out the distaster Nelson & Salisbury /Beaufort st shops - Insufficient Parking. Its Dangerous now. Thanks Bayswater Council

Develop street side trees and seating areas (potentially in place of the current parking) and open a cafe which will bring locals to the area to relax and enjoy the greenery. Improve the rear parking to compensate.

Community spirit from the Bedford IGA owners - Bedford IGA owners could show community spirit & allow people who also grab a coffee nearby while picking up groceries to park in the carpark on grand promenade. There is such little parking for the other businesses that it makes it obvious they don’t care about the community or want to attack shoppers who support the other business. I refuse to shop at the iga as a result and will instead go to galleria or mt lawley IGA.

Create a beautiful green streetscape that encourages community gathering. Include a lot of greenery and seated areas ie street furniture, lighting, murals. Also extremely important to include increased security to ensure the safety of people and stop anti-social behaviour.

Add greenery and improve the streetscape - trees for shade/shelter, street furniture. This space has become quite a gathering place for the community due to the popularity of Redman. Redman has added a lot to this corner and I think it could be capitalised on for the benefit of local residents and passers-by.

CWover 2 years agoGreening of the Precinct
There should be a greening requirement for such a large area. Garden beds, roughly 2-3 carpark spaces in size at the Northern and Southern ends of the carpark would allow for trees and greenery to be established. Of course, even more greenery would be beneficial if possible.

The reduced speed limit that has been successfully implemented along Beaufort St should be extended up to Grand Prom. The reduced speed limit sends a strong signal to pedestrians that it is a welcome space, slows drivers down to be more away of local businesses and improves road safety.

The bus shelter should be improved to provide adequate cover for passengers. This could be through an improvement of the existing structure, or by providing an additional shelter structure on the carpark side. Consideration should be made in regards to the direction of sun as well as providing protection from rain coming in horizontally. Attached is an image of a Malaysian bus shelter that incorporates a green roof and garden beds.

Domino's Pizza drivers regularly use the footpath on the South side as a carpark. If this area is a carpark, it should be clearly marked as such so drivers are able to park in an orderly manner and not block the pedestrian footpath.

Dear City of Bayswater, Submission on Beaufort Street (between Shaftesbury Ave & the Strand) I am unfortunately unable to attend tonight’s session, however I would like to submit the following information for your consideration, in relation to the potential development of an appropriate planning framework for the Centre. I have been living across the road from the centre for more than a decade. During this time I have noticed significant changes happening in the neighbourhood with significant redevelopment and gentrification of the area. In my view the Centre is outdated and no longer in keeping with the increasingly ‘gentrified’ area, both in terms of the land uses, the public realm and in terms of the actual built form. • Although I acknowledge that existing businesses (particularly the ‘light industrial’ type business across the road from me, and the car sales yard next to that), has a right to be there if the operation is not ceased for 6 months, I do think that these lots/uses in particular are now no longer in keeping with this type of centre or the local area. • The biggest issue with this centre, in my opinion, is the total lack of green areas, vegetation, trees and the Centre is actually quite an eyesore due to that. This is a relative inexpensive intervention which could the City has control over and could undertake. I think there is far too much ‘wasted space’ in the Centre, with a dire need for an upgrade of the public realm, including planting of street trees, vegetation and upgrade in hard surfaces, public art and access points to Beaufort Street. • I also think it would be beneficial for some residential development in the Centre (possible 2 storey – with ground floor as retail/restaurants/offices and second storey as apartments). This would revitalise the centre, make it safer in the centre and for surrounding residents and ensure a 24 hour presence of people within the Centre. • Any redevelopment needs to consider surrounding residents both directly behind the Centre as well as residents across the road from Beaufort Street. There is no need to make Beaufort street any narrower as its very wide with lots of wasted space. I do think there would be significant benefit to impose a 40km/h speed limit for traffic, as was recently done down the road in Inglewood. • I think what is also important is to have a pedestrian crossing somewhere across the centre from Beaufort street where it’s the safest in terms of other streets (not close to existing streets but in the middle of a block). Its really dangerous for residents to cross Beaufort street and that is reflected in the fact that quite recently (December) there was a fatal accident with a pedestrian killed during peak hour traffic. The grassed area should be changed into a mix of native plants a couple of trees, and a few places to sit. A coloured wall of different heights along the footpath would brighten up the drive/ walk along beaufort st...an addition of a small takeaway coffee shop would be awesome
