Proposed Parking Local Law 2026

The City of Bayswater is seeking community feedback on its proposed Proposed Parking Local Law 2026.

The City has reviewed the local law as part of its statutory review program, with the proposed local law intended to replace the current Parking and Parking Facilities Local Law 2016.

This local law provides regulation, control and management of parking across the City, supporting the safe, fair and equitable use of parking facilities under the City’s care and control.

The proposed update has been informed by operational experience and benchmarking against parking local laws used by other WA local governments. It uses contemporary language, reflects current legislation and standards, and makes parking rules easier to understand and administer. You can read the full document here.

Key proposed changes include:

  • Creating a specific offence for stopping in the yellow cross-hatched shared access area next to a disability parking bay. These areas must remain clear for safe entry and exit of vehicles, in particular when using mobility aids or equipment.

  • Increasing most proposed penalties by $30, with the primary approach continuing to be education and voluntary compliance. This is to maintain effectiveness by promoting compliance through education and appropriate deterrence measures.

  • Updating the penalties that may apply if an offence is dealt with by a Magistrate, including a proposed minimum penalty of $250 and maximum penalty of $5,000, with a daily penalty of up to $500.

  • Reviewing the general parking provisions to improve clarity and consistency with relevant legislation, regulations, codes and comparable local laws.
