Background

The City received a request to formally name the reserve, which is informally known as 'Dunkley Reserve'. Landgate has advised that formally naming the reserve 'Dunkley Reserve' is not permitted as the name is already in use in the City (see FAQs).

At the May 2023 Ordinary Council Meeting, Council endorsed for public advertising the proposed name 'Cosentino Reserve' for Reserve 33059.

The Cosentino Family & Reserve 33059

Vince Cosentino arrived in Australia in 1949 and worked for two years before his wife Rosa and children joined him. In 1953, Vince and Rosa migrated to Perth and purchased 78 Langley Street, Bayswater, a four-acre parcel of land. Vince and Rosa lived and worked on the land with their eight children, operating a poultry farm and market garden. There are currently 10 members of the Cosentino family residing along Cosentino Place with a total of 100 members of the extended family residing within the City.

Reserve 33059 was originally part of the land owned by the Cosentino family prior to the land being subdivided in the 1970’s. As a part of the subdivision process the family were required to cede a portion of the subdivision to the Crown for Public Open Space, now known as Reserve 33059.

In March 1981, Vince and Rosa Cosentino requested the reserve to be cancelled and to purchase back the land. Council at its Ordinary Meeting 28 September 1981, resolved to support this request. Following Council’s resolution, the then Department of Land Administration advised the City that they would support the matter only if a similar sized lot in close proximity was exchanged for the reserve. Negotiations came to an end in 1985 when the City was unable to find a suitable lot for exchange. In 1988, the same request was made, with the matter ultimately closed in 1991 following a lack of support from the community.

The reserve is located off the north-eastern side of Cosentino Place (formerly Dunkley Street). The only access point to the reserve involves walking over the driveway of 12 Cosentino Place. The reserve has a large mulberry tree, planted by Vince and Rosa Cosentino, two established prickly pear trees and two large flame trees. The family often visit and hold family get-togethers at the reserve to honour Vince and Rosa.

Engagement

The City asks residents to provide feedback on the proposed name.

City officers reviewed and assessed all submissions received during the consultation period. A report was put to Council at the OCM of January 2024 detailing the submissions received.

What's next

Council resolved to name ‘Cosentino Reserve’ as a replacement for the existing informal name ‘Dunkley Reserve’ of Reserve 33059, 10 Cosentino Place, Bayswater. The City will now forward the proposal to Landgate for their approval.
