What is a Master Plan?

A Master Plan is a guide to future works and developments, not necessarily a blueprint to start building or implement immediate changes.  The process of developing a Master Plan considers the reserve and facilities in relation to current and future stakeholder needs, recommending a conceptual layout for improvements, upgrades or future works on the facilities and/or reserve.

What is the timeframe of the Master Plan?

The Master Plan process in its entirety includes two stages:

    Development of the Master Plan

The consultants engaged by the City are currently collecting usage data, talking to key stakeholders and reviewing information for analysis.  This will inform concepts for the reserve and recreation centre. A draft Master Plan is anticipated to be released to the community for comment and feedback in October 2018.  Residents can keep up to date on the project through this page.

    Implementation of the Master Plan

The timeframe for implementation of Master Plan recommendations is dependent on the outcomes of site analysis and assessment and community and stakeholder feedback.  Once the Master Plan is adopted by Council, the consultants may recommend staged works and this could be over a 2 to 20 year timeframe.

Will indoor and outdoor community sport continue?

The recreation centre is currently used for indoor sporting fixtures including State Basketball League games; local league basketball games, as well as social basketball, netball and soccer competition.

The reserve is currently used for community rugby club fixtures and training, touch football and grid-iron fixtures.

The consultants will be asking local residents, businesses and stakeholders for comment on the current usage level and their ideas for the future at the drop-in sessions and in the online survey.

Will the current park infrastructure change i.e. playground, footpath, seating?

This will depend on the feedback we get! Some changes may be made in the future including landscaping, play elements and other park infrastructure to improve community use of the reserve.

The play equipment at Pat O'Hara Reserve, on the eastern side, is due for replacement and funds have been allocated for this work to commence in 2019/20.  This is seperate from other redevelopments recommended by the Master Plan.  Information on how you can contribute to the play space will be posted on a seperate page on Engage Bayswater.
