Background

The City's town planning scheme includes a number of non-residential uses that may be considered in residential zones. The primary purpose of the City's residential zones is to accommodate residential uses; the Non-residential Uses in Residential Zones Policy provides guidance to minimise the potential impacts of these uses on established residential areas.

What modifications are proposed?

The draft amended Policy seeks to improve its effectiveness and readability.

Proposed amendments include:

  • Modifications throughout the policy to improve readability and use of the policy.
  • Includes a new provision (clause 3 (c)) to ensure non residential development is designed with Crime Prevention through Environmental Design Planning Guidelines principles.
  • New provision that requires a minimum 2 bicycle parking bays and end of trip facilities to be provided.
  • New provision to screen services and bins from view.
  • Lighting to be installed in accordance with Australian Standards.

Submissions on the amended Non-residential Uses in Residential Zones Policy closed on Friday 28 March 2025. One submission in support of the modified policy was received.
