Thank you to everyone who contributed to the Hillcrest Facilities Needs Assessment consultation in 2024!

We had a great response to the survey: almost 350 people took the time to tell us how they use the space, and provide input on current and future needs for Hillcrest Reserve: 90% of people who responded live close to the Reserve and 68% of people visit three times a week or more often. PROJECT UPDATE: APRIL 2026

The Hillcrest Reserve Facility Needs Assessment report has now been finalised and is scheduled to be presented to Council at the upcoming Ordinary Council Meeting on Tuesday 28 April 2026.

The report outlines the outcomes of the engagement process and presents future development options for the reserve. Based on the findings, Option 2 – Upgrade Existing Facilities has been identified as the preferred approach, as it seeks to balance community needs, stakeholder feedback, and long-term planning considerations.

BACKGROUND

Upper Hillcrest Reserve and Lower Hillcrest Reserve (Hillcrest Reserve) are key sporting precincts and important community assets. The Reserve is home to a number of local clubs, including the Bayswater Sporting Club, Bayswater Football Club, Bayswater Junior Football Club, Bayswater Postels Cricket Club and Bayswater Morley Districts Cricket Club.

The City's Community Recreation Plan 2022-2032 (CRP) identifies the need for a facility development plan to be completed in the medium term (2027 - 2032) for the whole reserve that will assess potential co-location opportunities, additional parking and any potential new or alternative sporting uses.

The facility needs assessment is the first step in the process of making sure any future developments at Hillcrest Reserve serve the needs of both the community and clubs.

COMMUNITY ENGAGEMENT

The Community Engagement was carried out from 17 October 2024 through to 11 November 2024 and comprised of an online survey, two Community Drop-in Sessions and one intercept session. You can find the outcomes report here.
