Gilbert Street and Rosher Place Cul-de-sac Proposal
The City of Bayswater received a resident petition requesting the closure of through-traffic at the southern end of Gilbert Street and Rosher Place. (The July 1 2025 OCM minutes can be accessed here here.) In response, the City prepared concept plans for a cul-de-sac at that location.
Please note this project is still in the planning stage and no final decisions have been made. Community feedback will help guide the City’s next steps.
Residents and stakeholders are encouraged to review the concept plan and provide feedback via the survey below.

Proposal in brief
In brief, the concept plans shows cul-de-sac heads where Gilbert Street and Rosher Place meet at the bottom of the hill. The intention is to reduce through traffic and improve safety while maintaining access for residents, visitors, waste collection vehicles and emergency services.
Parking, access and signage changes are intended to keep impacts low: there will be no parking at cul-de-sac heads to allow safe turning, and new signage will follow Main Roads WA standards, including the installation of “No Through Road” signs, minor updates to school zone signage and warning chevrons to ensure driver visibility.
