Gilbert Street and Rosher Place Cul-de-sac Proposal

Updated May 20, 2026

The City of Bayswater thanks residents and stakeholders for providing feedback on the Gilbert Street and Rosher Place cul-de-sac proposal.

The consultation received strong community engagement, 69 responses via online survey, direct correspondence and a community petition. Responses were mixed. Supporters cited improved pedestrian safety and reduced rat-running traffic; objectors raised concerns about traffic redistribution, particularly onto Goldmead Street.

Community feedback has been reviewed and incorporated into a report for Council consideration, outlining consultation outcomes, key themes, and proposed next steps.

The item is scheduled for the Ordinary Council Meeting, Tuesday 26 May 2026:

Item 10.3.1 - Proposed Cul-De-Sac, Gilbert Street and Rosher Place (Council Agenda, page 102)

Community members are welcome to attend.

Project Background

In 2022, the City undertook a Safe Routes to School review in the Maylands Peninsula area to improve pedestrian safety near Maylands Peninsula Primary School. Following earlier consultation on several options, Council resolved to investigate and consult on a cul-de-sac proposal at Gilbert Street and Rosher Place.

Meeting Details

Date: Tuesday 26 May 2026

Time: 6:30 pm

Venue: City of Bayswater Civic Centre, 61 Broun Avenue, Morley

The City of Bayswater received a resident petition requesting the closure of through-traffic at the southern end of Gilbert Street and Rosher Place. (The July 1 2025 OCM minutes can be accessed here here.) In response, the City prepared concept plans for a cul-de-sac at that location.

Please note this project is still in the planning stage and no final decisions have been made. Community feedback will help guide the City’s next steps.

Residents and stakeholders are encouraged to review the concept plan and provide feedback via the survey below.

Submissions close 5pm, Monday 6 April 2026

Proposal in brief

In brief, the concept plans shows cul-de-sac heads where Gilbert Street and Rosher Place meet at the bottom of the hill. The intention is to reduce through traffic and improve safety while maintaining access for residents, visitors, waste collection vehicles and emergency services.

Parking, access and signage changes are intended to keep impacts low: there will be no parking at cul-de-sac heads to allow safe turning, and new signage will follow Main Roads WA standards, including the installation of “No Through Road” signs, minor updates to school zone signage and warning chevrons to ensure driver visibility.
