Expression of Interest - Design Review Panel 2025

Background
The City is inviting expressions of interest from suitably qualified professionals to join its Design Review Panel (DRP).
The DRP provides independent, performance-based design advice on major planning proposals. This advice supports both the City and applicants in refining and improving design outcomes, and also assists in guiding planning decisions.
Panel members will be expected to consider the relevant planning framework as well as the 10 Design Principles outlined in State Planning Policy 7.0: Design of the Built Environment.
The City intends to establish a pool of up to 10 design professionals, including a Chairperson, Deputy Chairperson, and eight panel members, for a two-year term. DRP meetings are convened on an as-needed basis, typically on Fridays at 10am, with each meeting comprising a minimum of three to a maximum of five members.
Applicants must be professionals with appropriate qualifications, expertise and substantial experience in one or more of the following disciplines:
- Architectural design (including urban and landscape design);
- Sustainability (including environmental design, systems ecology, urban water expertise);
- Heritage (including Aboriginal cultural significance and heritage architecture;
- Accessibility and universal design.
- Transport planning
- Public art
- Civil, structural and services engineering.
Each nomination must have the names of at least two independent professional referees who can attest in writing as to the suitability of the candidate.
Current employees of the City of Bayswater and Elected Members of the Bayswater Council are not eligible for appointment.
Panel members will be remunerated in accordance with the 2025-2027 Terms of Reference and shall have due regard to the City of Bayswater Code of Conduct for Employees and Elected Members/Committee Members as it applies.

Expressions of interest must be received by 4pm on 26 September 2025.
Staff will then make a recommendation to Council at the Ordinary Council Meeting scheduled to be held 28 October 2025.
