Have your say on the City's draft Child Care Premises Policy

At its Ordinary Council Meeting (OCM) on 9 December 2025, Council resolved to adopt the Draft Child Care Premises Local Planning Policy for the purpose of public advertising. See project background on the right-hand side of this page for more information.

The draft policy contains development requirements for child care premises within the City to ensure new centres are designed and located to ensure the health and safety of children, and maintain the amenity of surrounding neighbourhoods. The policy includes development requirements which consider:

  • Characteristics for suitable locations for child care premises;
  • Building design;
  • Traffic, access and car parking;
  • Need for management plans and independent assessments (such as acoustic and traffic); and
  • Potential for family day cares to be exempt from development approvals.

There are many ways you can get involved

  • Fill out the online submission form below
  • Written submissions (must include full name and address)
    • via email to StrategicPlanning@bayswater.wa.gov.au;
    • via electronic submission form below (included as an attachment);
    • via mail to: Chief Executive Officer, City of Bayswater, PO Box 467, Morley, WA 6943.
    • Hard-copy feedback forms are also available at the City's Civic Centre and Libraries.

All submissions are to be received on or before 5pm, Friday 20 March 2026.

Next steps

Council will make a final decision on the policy at a future meeting.
