Character Protection Areas Policy Amendments

Background

At the Ordinary Meeting of Council 23 July 2024, Council approved amendments to the City’s Character Protection Areas Local Planning Policy for purposes of public advertising. The proposed modifications are summarised below and the report is available here.

The policy sets development standards for residential development within the City's three Character Protection Areas:

  • Character Protection Area 1: Maylands North;
  • Character Protection Area 2: Mount Lawley; and
  • Character Protection Area 3: Bayswater.

The City is now asking for feedback from the community to understand the level of support for the amended Character Protection Areas Local Planning Policy.

What modifications are proposed?

More information about the proposed modifications can be found in the FAQs, or refer to the report for details. Briefly, the proposed modifications cover the following:

1.Modifications to the policy objective: Where new developments in CPAs must be built in a style sympathetic to the existing streetscape, without overwhelming, or mimicking the style of traditional dwellings. This is a shift from new developments being ‘in harmony’ with the existing streetscape, where new builds were required to match the style and materials of existing homes.

2. Modifications to the policy provisions: A number of provisions have been modified and new provisions added. A full list of proposed modifications can be found in the Council report (OCM 23/07/2024).

3. Modifications to policy scope: A new scope has been included to address existing gaps, and clearly outline that this policy applies to and sets out the requirements for all residential development types in the CPAs

4. Modifications to the style and format of the policy: changes to the way the policy is written are intended to make it easier to ready, understand and use.

Please note: any amendments made to the policy will not apply retrospectively.

How to get involved

Submissions on the modified Character Protection Areas Local Planning Policy can be made by filling out the submissions form below. Submissions close Friday, 20 September 2024. If you would like to make a submission please complete the submission form below.

Next Steps

Once submissions close, the City will review all submissions informing further amendments to the policy. A report will then be prepared and put to Council in the following months for final consideration.
