Consultation has concluded

The City of Bayswater recently prepared the Bayswater Town Centre Structure Plan. The structure plan identifies key initiatives and recommends further strategies, negotiations and action plans to assist in realising the structure plan vision. One of the primary actions identified during the structure plan process was the development of a car parking management regime to address car parking within the town centre and its immediate surrounds.

Based on the proposed redevelopment of the Bayswater Train Station and its potential impact on car parking in the town centre during and post construction, it was decided to initiate the drafting of a car parking regime for the Bayswater Town Centre to better manage how visitors and commuters use parking in the area.

To enable the City to develop the parking regime, it is now seeking to commission a suitably qualified consultant to undertake a Parking Inventory and Occupancy Survey for the Bayswater Town Centre.

The Parking Inventory and Occupancy Survey will identify the following:

  • Number of public (on-street) and private (business related on-site) car parking bays within the town centre;

  • Occupancy rates (week/weekend business hours);

  • Priority areas / hot spots (mapped);

  • Demarcation types e.g. marked/unmarked/verge (mapped);

  • Signage types e.g. time limit/loading/clearway (mapped); and

  • Clarity and condition of parking related signage (mapped).

The survey data will be used to develop a parking management regime or strategy which will aim to guide safe and proper parking during the construction period of the Bayswater Train Station and will be updated post construction.

The City is currently evaluating proposals and quotations from consultants to undertake the Parking Inventory and Occupancy Survey. Indications are that a final survey and inventory document will be finalised and presented to the City by the end of this year, after which the City will produce a draft parking management regime for public consultation.
