Bayswater Residential Precinct - Proposed 40km/h Speed Zone
BACKGROUND
At the Ordinary Council Meeting held on 1 July 2025, Council considered a report supporting the implementation of a 40km/h Area Speed Zone in the Bayswater residential precinct bounded by Guildford Road, Garratt Road, Whatley Crescent and King William Street.
Council resolved the following:
That Council supports the implementation of a 40 km/h Area Speed Zone covering: Murray Street, Hill Street, Almondbury Street, Nanhob Street, Georgina Street, Walton Street, Veitch Street, Wisbech Street, Roberts Street, Milne Street, Crowther Street, Meakins Court and Wotzko Court in Bayswater.
Following this resultion, the City wrote to Main Roads Western Australia (MRWA). During their review of amendments required to update existing regulatory signage, it recommended extending the 40km/h zone to include the roads fronting Bert Wright Park, the Bayswater Library, and retail businesses along Whatley Crescent East.
With the completion of works at the Bayswater Train Station and the Low-Cost Urban Road Safety (LCURS) program within the precinct, the City has consulted further with MRWA regarding lowering the remaining 50km/h speed limit to 40km/h.
This proposed reduction is considered appropriate and justified, given the area’s proximity to schools, key amenities and the Bayswater Town Centre – all within walking distance. It is also supported by positive outcomes observed from the LCURS program.
Please note the existing 30km/h speed limit on Leake Street, designated as a Safe Active Street (Bicycle Boulevard), will remain unchanged.
The City recognises the important role that reduced speed limits play in improving pedestrian safety, particularly in high-foot-traffic areas.
Lower speeds are expected to provide:
Enhanced safety for pedestrians, school children, cyclists and road-crossing points.
Reduced risk and severity of crashes.
MRWA has confirmed that, due to the success of the LCURS program, the proposed speed reduction can be implemented without additional traffic-calming measures.

The proposal to reduce the posted speed limit on these additional roads from 50km/h to 40km/h is expected to improve safety for pedestrians, school children, and other road users. An assessment of the current road environment indicates that a 40km/h regulatory speed limit is appropriate and consistent with surrounding network conditions.
